Verify Port 8043 is open from vCenter and any vCenter proxy to the VR Appliance.

On VR Appliance
vr2c located at:
/opt/vmware/hms/vib/vr2c-firewall.vib-xxxxx
hbr-agent located at:/opt/vmware/hbr/vib/vmware-hbr-agent-xxxxxxDownload the vr2c-firewall.vib package and copy it to the /tmp folder of the source ESXi host.
You can copy the VIB file from the vSphere Replication virtual appliance to the ESXi host by logging in the appliance and running the command:
scp /opt/vmware/hms/vib/vr2c-firewall.vib-xxxxxx user@ESXi_host:/tmp
scp /opt/vmware/hbr/vib/vmware-hbr-agent-xxxxxx user@ESXi_host:/tmp
example -> scp /opt/vmware/hms/vib/vr2c-firewall.vib-xxxxx
[email protected]:/tmp
example -> scp /opt/vmware/hms/vib/vmware-hbr-agent--xxxxx

Install the package by using the esxcli or localcli utility to run this command:
Note your vib build number from each directory.
localcli software vib install -v /tmp/vr2c-firewall.vib-xxxxx
localcli software vib install -v /tmp/vmware-hbr-agent-xxxxxx

You can create a custom base line in VUM with the vibs added and install with VUM.
