NSX-v Networking and security plugin is missing in flash client after upgrading to 6.4.11

Issue/Introduction

Symptoms:

• Cannot access Networking and Security plugin is missing in flash client following an upgrade to NSX-v 6.4.11
• No functional impact because HTML5 client is still accessible.
• Unable to utilize SSL VPN UI which is deprecated in HTML5
• In the vCenter log bundle, entries similar to the below can be found in var/log/vmware/vsphere-client/logs/vsphere_client_virgo.log

    Resolver report:
        An Import-Package could not be resolved. Resolver error data <Import-Package: com.vmware.vshield.sddc.model; version="0.0.0">. Caused by missing constraint in bundle <com.vmware.vshield.plugin.common.service_5.1.0>

Environment

VMware NSX Data Center for vSphere 6.4.x

Cause

There were some unwanted SDDC references in the file "/em/maven/ui/ngc/common/vshield-common-service/src/main/resources/META-INF/MANIFEST.MF"

Resolution

Currently there is no resolution to this issue

Workaround:
REST API can be used to configure SSL VPN till 6.4.12 is available
