Issue/Introduction

Onboarding VM's from Service Broker->Consume->Virtual Machine is considered a quick onboarding and will not count against configured resource limits in projects.

Resolution

If you want Onboarded VM's to count against resource limits use the Onboarding plans in Cloud Assembly with the "Use placements" option enabled.
