Add required DLF(s) into SDDC manager incase invalid serial key exception is seen while using valid license keys.

Issue/Introduction

VCF workflows such as bringup, create domain, add cluster and add hosts should be able to consume valid license key.

Symptoms:
Bringup or add license key API in SDDC manager throwing an exception while using some of the valid license keys.

Environment

VMware Cloud Foundation 4.4 / 4.5

Cause

Due to some of the Dormant License Files(DLF) missing in the SDDC manager, while using corresponding valid license keys in VCF workflows, a below exception is seen.
com.vmware.licensecheck.SerialNumException: Invalid serial number: no dormant license file corresponding to the serial number

Resolution

Contact Broadcom support referencing this KB to implement the required steps.
