Removing NSX Controllers through vSphere Web Client or API fails

Issue/Introduction

• NSX Controllers are stuck in installing/removing state.
• Removing NSX Controllers through vSphere Web Client fails.
• Removing NSX Controllers through API fails.
• Running the following API results in an error similar to:

  API:

  curl -v -H "Content-Type:application/xml" -k -u admin -X DELETE https://localhost/api/2.0/vdn/controller/controller-9?forceRemoval=True

  Error:

  Failed to remove controller controller-9 - imported controller is not allowed to be removed using this API.
