Note: After making changes to the firewall configuration, restart these services for the changes to take effect:
- VMware vCenter Update Manager Service
- VMware VirtualCenter Management Service
- VMware VirtualCenter Server Service
For more information, see Stopping, starting, or restarting vCenter services (1003895). To resolve this issue, stop/restart services and processes:
- Stop the VMware Update Manager service.
- In the VMware Update Manager instance where this error occurred, stop all Java processes.
Note: In the VMware Update Manager instance, you can find many spawned java processes. To ensure that a process is a part of VMware Update Manager, open the process location and check if it points to the VMware Update Manager install directory.
- If the VMware Update Manager service fails to stop even after stopping the Java processes, manually halt the process named vmware-updatemgr.exe*32.
- Start the VMware Update Manager service.
- Upload the new bulletin.
In case Antivirus is disabled and there are no local Firewall rules blocking file upload try re-installation of Update Manager Application as next step.
To uninstall and reinstall Update Manager:

Uninstall Update Manager from Add/Remove Programs.

Open Task Manager and verify if any Update Manager processes are running. Ensure that the rdevServer.exe process is stopped before proceeding.

Delete or move the log files from %temp% and \Windows\Temp folders.

Delete the Windows service vmware-ufad-vci manually and reboot the machine. You can do this by using the Instsrv.exe utility.

Clean up Update Manager installation directory and remove the Update Manager folder from the root install directory.
Note: The default location is %ProgramFiles%\VMware\Infrastructure\Update Manager.

Clean up registry entries under HKLM\Software\VMware, Inc.\VMware Update Manager.

Run the installer again to install VMware Update Manager.
Note: This issue may also occur if:
-
- The vCenter Server and Update Manager versions are not compatible. For more information, see vCenter Update Manager Server Compatibility with vCenter Server section in the vSphere Compatibility Matrix.
- There is no anti-virus software installed or if IPv6 is disabled, a server restart may solve this issue.
- The password of the username used for vCenter Update Manager installation has been changed (for example: administrator).
- The .iso image is incorrect. Ensure that you are using the correct .iso image when updating a host.
Upload operation fails during import of a host upgrade release ZIP file
When you try to import a host upgrade ZIP file by using Update Manager, a Failed to login error appears:
A Web exception has occurred during file upload.
The file upload operation and all subsequent attempts fail.
