High latency on storage after upgrading NSX from 6.3.5 to 6.4.x

Issue/Introduction

Symptoms:
After upgrading NSX from 6.3.5 to later version, you will experience high latency in storage.

Environment

VMware NSX for vSphere 6.4.x
VMware NSX for vSphere 6.3.x

Cause

The cause for this latency increase has been identified to be the disabling of a feature (queue pairing) on the physical NIC’s during the NSX upgrade.

Resolution

To resolve this issue it’s recommended that we enable NIOC feature on the VDS tied to your SAN storage.
Make sure that we only enable NetIOC on DVS with vmnics where infrastructure traffic like (SAN (iSCSI), Management, vSAN, vMotion...) etc are running.

Additional Information

This issue is been observed with the followoing VMnics.
     #Intel(R) 82599 10 Gigabit dualport Adapter.
     #Intel(R) Ethernet 10G 2P X520 Adapter
     #Broadcom 57404 Dual-Port 25Gb Adapter.
