"Error attempting Backup PBM" error while upgrading to vCenter Server 6.0

Issue/Introduction

Symptoms:

• Upgrading from VMware vCenter Server 5.1 to 6.0 fails.
• You see the error:
  
  Error attempting Backup PBM Please check Insvc upgrade logs for details.
   
• When you attempt to search the inventory in the vSphere Web Client, there are no results.

Environment

VMware vCenter Server 6.x
VMware vCenter Server 6.0.x

Cause

This issue occurs when there is a corruption in the VMware vCenter Server Inventory Service database.

Resolution

To resolve this issue, reset the VMware vCenter Server Inventory Service database. For more information, see Resetting the VMware vCenter Server 5.x Inventory Service database (2042200).
