This problem was not the result of a code problem. Rather this problem was exposed because a new release of the CAILPAM module was introduced to the system linklist inadvertently. New releases of CA Common Services generally need to be introduced with an IPL.
In this particular example, the CA-ESP product uses the services of CAILPAM to load modules into LPA. When the CA-ESP proxy task was stopped and restarted after the linklist was modified, the restart of the task first attempts to delete the previously loaded module(s) from LPA. Because of changes within CAILPAM, the S378 occurs because values used in the STORAGE RELEASE obtained from the CDE XLST have been shifted 4 bytes to the left from what the current code was expecting.
Any subsequent restarts will not experience a problem as long as the same level of CAILPAM remains available.
No user action should be required.
