vCenter Server and Update Manager check new notifications task continually fails

Issue/Introduction
Symptoms:
When connecting to vCenter using a vSphere client, you see multiple Check Notifications tasks under Recent Tasks.
Under the Status column for the task you see an error:
VMware vCenter Update Manager has restarted. The task was scheduled to run when Update Manager was not available and will run on the next scheduled time.
Environment
VMware vCenter Update Manager 4.1.x VMware vCenter Server 5.1.x VMware vCenter Update Manager 5.1.x VMware vCenter Server 5.5.x VMware vCenter Server 5.0.x VMware vCenter Update Manager 5.5.x VMware vCenter Server 4.1.x VMware vCenter Update Manager 5.0.x
Cause
This issue can occur when the person logging into the vSphere Client does not have the Update Manager plug-in installed and enabled.
Resolution
To resolve this issue, verify that the Update Manager plug-in is installed and enabled:
In the vSphere Client, click Plug-ins, then click Manage Plug-ins.
If you see VMware vSphere Update Manager Extension under Installed Plug-ins:
If the status is Disabled, right-click the extension and select Enable.
If you see VMware vSphere Update Manager Extension under Available Plug-ins:
Click Download and Install.
The extension will automatically be enabled after it successfully downloads and installs.
In the vSphere Client, click the Update Manager tab.
Click Admin View, then click the Notifications tab.
In the Notifications tab, click Check Notifications.
You see a Check Notifications task in Recent Tasks.
Verify that the task runs and completes successfully.
