Issue/Introduction

Symptoms:

• Cloning or migrating a virtual machine in a fully automated DRS cluster fails
• You see the message:
  
  The operation is not allowed in the current state of the host

Environment

VMware vCenter Server 4.0.x

Resolution

This issue may occur if any virtual machines in the cluster are in Standby mode.

To resolve this issue, power on or power off the virtual machines to remove them from Standby mode.
