The "ALLOC" statement in the TSO CLIST you are executing has not been tailored to point to the correct name of the Dispatch SYSCTL file. To resolve, take a look at the value that you have defined in the "DA('CAI.DISP.SYSCTL')" section of the ALLOC statement in the clist that you are executing and make any necessary adjustments. The value defined here MUST match then name of the Dispatch SYSCTL file that you are trying to access. And, that Dispatch MUST be active!
Make sure the CALL statement in the CLIST you are executing has been tailored to point to the correct Dispatch load library.
Make sure that the Dispatch region you are trying to access via the clist is ACTIVE.
Make sure you are executing the TSO clist on the SAME TSO SYSTEM that Dispatch is active on.
