Unable to discover the device, error DSCV-W-While loading oid2type files

Issue/Introduction

Duplicate entries for the same OID result in failure of device discovery or load of OID files. 
DSCV-W-While loading oid2type files, the following entries are duplicate  .1.3.6.1.4.1.1916.2.24 in <IP_BASE>/smarts/local/conf/discovery/oid2type_field.conf

Cause

When starting up, the domain reads in all the oid2type files and all the entries in those files. The message indicates a duplicate entry for a particular OID was found. Typically, this is when an updated or modified certification is added to the oid2type_field.conf.

Resolution

• Locate both files that contain same OID number referenced.
• Determine which one is the latest.
• Comment out the OID entry in the file containing the outdated entry.
• Restart the service or domain else load the changes using sm_tpmgr utility as sm_tpmgr -s <domain> --reloadoid
• Rediscover the device using the OID referenced.

Additionally, refer to reloadoid command is failing
