Domain Manager Crash with error <SYS>-EADDRINUSE-Address already in use

Issue/Introduction

Symptoms:

The Smarts IP domain is crashing on startup and the following error can be seen just before the crash in the logs:

Environment

Smarts 10.1.X

Cause

The previous Smarts IP domain instances have not closed down correctly and there is an sm_server process still running for the domain.

Resolution

To resolve this issue, stop/remove any old sm_server processes that are running and restart the Smarts IP domain.
