PR 3101512: You see a warning for lost uplink redundancy even when the uplink is active

If you quickly remove the network cable from a physical NIC and reinsert it, the ESXi host agent, hostd, triggers an event to restore uplink redundancy, but in some cases, although the uplink restores in a second, you still see a misleading alarm for lost uplink redundancy.

This issue is resolved in this release.
