Issue/Introduction

The VM Service image specification describes the types of VM images that are compatible with VM Service. 

Resolution

The initial specification will require all VM images include the VMware Tools (or open source equivalent) package and use one of the following to bootstrap the guest and its networking stack: 

1. Linux + Cloud-Init version 17.9-21.2 with DataSourceVMwareGuestInfo
2. Linux + Cloud-Init version 21.3+
3. Windows + Cloudbase-Init version 1.1.0+
