Usage Service Errand for Tanzu Application Service for VMs fails if applying Ruby Buildpack v1.8.28

Issue/Introduction

If you update the embed Ruby Buildpack with v1.8.28 by executing cf create-buildpack or cf update-buildpack command and perform Apply Changes, the Usage Service Errand for Tanzu Application Service for VMs (TAS for VMs) fails without showing any warnings when deploying each component of the Usage Service.

You will see just the following general error message:

Error staging application: App staging failed in the buildpack compile phase  
FAILED

Resolution

You can resolve this issue by updating the embed Ruby Buildpack with a version other than v1.8.28 using the cf create-buildpack or cf update-buildpack command.

It is recommended to apply the default version of Ruby Buildpack mentioned in release note for each TAS for VMs release.

Otherwise, if you unlock the embed Ruby Buildpack and perform Apply Changes and recreate the VMs deployed by the BOSH Director, the embed buildpacks are reverted to the default version (other than v1.8.28) and this issue should not occur.
