"scripts/install_go.sh: No such file or directory" error after R offline buildpack v1.1.23 fails to stage app

Issue/Introduction

Staging R apps with R offline buildpack on Tanzu Application Service (TAS) fails because `scripts/install_go.sh` can't be found.

Resolution

To resolve this issue, download R offline buildpack v1.1.24 or above from VMware Tanzu Network, and replace the default R offline buildpack v1.1.23 shipped with TAS v2.7 and v2.9 - 2.12 releases with R offline buildpack v.1.1.24.

The VMware product team is working to pack R offline buildpack v1.1.24 or above in a future TAS release.
