Issue/Introduction
Some users have a procedure where they keep all their apps stopped as a cost saving measure then start them when they need to do testing.
At some point, users canĀ observe that when they start the apps they take longer than they used to and many fail to start properly, ending up in inconsistent state.

Product Version: 2.11
Resolution
One observed condition that can result in this behavior is a large amount of ASGs associated with the applications being restarted. Massive amount of ASGs can cause BBS latency and that can cause slowness on app restarts.
Removing unused ASGs will reduce BBS latency and improve app startup time.
