metrics-discovery-registrar-windows service fails to connect to NATS in TAS for VMs [Windows]

Issue/Introduction

When upgrading Tanzu Application Service (TAS) for VMs [Windows] or Windows stemcell, metrics-discovery-registrar-windows service fails with this error:

2020/10/27 07:50:00 Unable to connect to nats servers: x509: cannot validate certificate for 10.10.3.13 because it doesn't contain any IP SANs
2020/10/27 07:50:00 starting Metric Discovery Registrar...

Environment

Product Version: 2.9

Resolution

There is a bug when the metrics-discovery-registrar-windows service is doing the TLS handshake with the nats-tls service running in NATS VM.

A fix has been released in metrics-discovery 3.0.3: https://github.com/cloudfoundry/metrics-discovery-release/releases/tag/v3.0.3

The fix is available in TAS for VMs version 2.9.16+ and 2.10.8+
