App state is not recovered as expected after restoring from existing BBR backup in Tanzu Application Service for VMs

Issue/Introduction

The following steps outline how get a backup and restore your applications from the backup with using BBR.
  • Deploy two apps with their state as following: App1 - Running, App2 - Stopped
  • Get a backup with using BBR at this point.
  • Change the two apps state to the following: App1 - Stopped, App2 - Running
  • Restore from the backup with using BBR.
  • Execute Apply Changes with Ops Manager.
You expect the app state for App1 and App2 is recovered, similarly to when you get a BBR backup: App1 - Running, App2 - Stopped. 

However, the apps are not recovered and the state of the apps is the following: App1 - Stopped, App2 - Running

This issue can occur with with Tanzu Application Service for VMs (TAS for VMs) 2.6 or older.

Environment

Product Version: 2.6

Resolution

To resolve this issue, upgrade to TAS for VMs 2.7 or above. After successfully upgrading to TAS for VMS 2.7 or above, the app state is recovered as expected: App1 - Running, App2 - Stopped.
