Receiving "Images with EC2 BillingProduct codes cannot be copied to another AWS account" when installing PAS for Windows on AWS

Issue/Introduction

Symptoms:
When you are installing Tanzu Application Service for Windows or Tanzu Application Service for Windows 2012R2, Through BOSH or Ops Manager, during Bosh Stemcell upload phase you receive the following error:
 

Update stemcell: Uploading stemcell bosh-aws-xen-hvm-windows2016-stemcell-go_agent/1709.8 to the cloud (00:00:06)

Environment

Cause

There's an Ops Manager configuration as well as a BOSH Director configuration that enables EBS Disk Encryption for VMs deployed on AWS as part of PCF.

This configuration doesn't work for Windows VMs as mentioned in the limitation section in the Cross-Account AMI Copy section of AWS docs.

Resolution

Disable EBS Disk Encryption for VMs for your PCF installation in your Ops Manager tile as it currently won't work with TAS when using TASW or TASW2012R2.
