Error executing newtar when running ddm_load on Windows for CA Spectrum

Issue/Introduction

The following error is seen when running the <SPECROOT>/SS/DDM/ddm_load script on Windows:

Error: -1073741811 executing "d:/win32app/Spectrum/Install-Tools/newtar.exe

Cause

Running the <SPECROOT>/SS/DDM/ddm_load from a Windows CMD prompt

Resolution

Run the <SPECROOT>/SS/DDM/ddm_load script from the bash shell. To start a bash shell on Windows execute "bash -login" from the Start->Run menu.
