Spring Cloud Dataflow Tile up to v1.12.4 fails after upgrade to java buildpack version 4.51

Issue/Introduction

Upgrade all instances errand fails during apply changes after the upgrade of Java buildpack 4.51 with error: 

2022-09-21T09:56:55.06+0000 [HEALTH/0] ERR Failed to make TCP connection to port 8080: connection refused  
2022-09-21T09:56:55.06+0000 [CELL/0] ERR Failed after 1m1.052s: readiness health check never passed.  

The issue comes from the deprecation of SAR (spring auto reconfiguration) on 4.51 onwards and being disabled by default.

Resolution

The current supported Java buildpack is v4.50 for Spring Cloud Dataflow.
