Providing some more details on PTF RO74217.

Resolution

PTF RO74217 resolves several problems that occur after applying IBM maintenance to resolve APAR OA36492.   
                                                                         
1) Allocating a dataset that would be cataloged in an offline catalog     
   results in a S138 or 05C abend.                                           
 
2) Doing a LISTCAT LVL on a HLQ that is in an offline catalog results in a
   'hang' condition enqueued on the SYSVSAM resource.                     
 
Note: This fix is still needed after applying the resolution to
      IBM APAR OA44638 (UA73046, UA73047, UA47048).
