Unable to drop Diskquota Extension due to no response from Diskquota launcher

Issue/Introduction

Sometimes when the Diskquota launcher process exits unexpectedly, when this happens attempting to drop the Diskquota Extension can fail with the errors below:

ERROR: [diskquota launcher] failed to drop diskquota extension: no response from diskquota launcher, check whether launcher process exists (diskquota_utility.c:337)

Environment

Product Version: 6.17

Resolution

1) First, remove "diskquota" from the GUC 'shared_preload_libraries' using gpconfig
2) Restart GPDB
3) After restart some cleanup is needed: 'DROP EXTENSION diskquota;' for each database that contains the extension.
4) Finally run 'DROP DATABASE diskquota;' to fully drop the database associated with the extension
