Legacy Planner error "moving tuple from partition "xxx" to partition "yyy" not supported" in Pivotal Greenplum

Issue/Introduction

Symptoms:
When using the legacy planner, you recieve the following error message: 

ERROR:  moving tuple from partition "table01_1_prt_xx" to partition "table01_1_prt_yy" not supported

Environment

Cause

The legacy planner is functioning as designed and does not support moving tuples from one partition to another.

Resolution

Use the ORCA planner to avoid this error. This is done by setting the GUC "optimizer" to "on".
