PDS to PDSE conversion with Endevor BSTXCOPY results in error C1G0192E

Issue/Introduction

When Endevor BSTXCOPY is used to convert a PDS to PDSE load library, the resulting output library can use more space.
This can sometimes result in error messages:

C1G0192E MEMBER WCXXB033 COULD NOT BE COPIED, REASON CODE 83000405.

The Endevor BSTXCOPY utility must be used to convert from a PDS to PDSE load library to retain footprint information.  BSTXCOPY will first convert the load member to PDSE, then it will copy the member again for the footprint. This results in twice as much space being used. This problem has been discussed with IBM, but there is currently no solution. To regain the space, you can use IEBCOPY to copy from PDSE to PDSE after the conversion. Since the footprinted member has been converted, the footprint will remain intact.
