om vm-lifecycle upgrade-opsman always recreates the vm after the upgrade to opsmanager v3

Issue/Introduction
Ops Manager v3.0 is a long-term support (LTS) version of Ops Manager. Versions and filenames for Ops Manager v3.0 releases on VMware Tanzu Network include a +LTS-T suffix to indicate its LTS status.
When om tries to check if it need to recreate the vm it first makes an api call to /api/v0/info with a result such as v3.0.7-build.289.
It then compares with the version to upgrade (ops-manager-vsphere-3.0.7+LTS-T.ova) which is the same version, however the tool sees it as higher versions and proceeds to recreate the VM.
