In spite of changing Ingestor Count value in PCF Metrics the metrics-ingesto app count is unchanged

Issue/Introduction
Symptoms:
When the “Ingestor Count” field is increased it does not scale the number of metrics-ingestor apps running in your environment. Another side affect is if you manually scale the app and later run Apply Changes and run the Push PCF Metrics Components Errand it will revert the metrics-ingestor app number back to the default value, "2".

Cause
The cause of this issue is a bug in the metrics manifest file which means that any change to the ingestor: instance_count cannot be read and therefore it will revert back to the default value of 2.
Resolution
A permanent fix is currently being worked on and is expected to be included in PCF Metrics v1.5.2.
If you have manually scaled you metrics-ingestor app count you will need to manually scale the app again after each apply changes until you upgrade to v1.5.2
