Can’t log into Grafana UI after upgrading to Healthwatch 2.2.7

Issue/Introduction

After upgrading to Healthwatch 2.2.7, logging into Grafana UI with UAA fails with error "Login Failed user already exists".

This error can also be observed in Grafana logs. Grafana logs can be accessed by navigating to /var/vcap/sys/log/grafana/grafana.log on the Grafana VM.
