Fresh install of Healthwatch 1.6.0 and 1.6.1 fails

Issue/Introduction

Fresh install of Healthwatch 1.6.0 or 1.6.1 failed on the Healthwatch Forwarder job .

The following error can be seen in healthwatch-forwarder.stdout.log

[1m2019-08-21 20:23:01[m [1;31mERROR[m [2mdata.DatabaseService[m Could not insert Super Value metric, error: Failed to obtain JDBC Connection; nested exception is java.sql.SQLNonTransientConnectionException: Could not connect to address=(host=10.###.###.145)(port=3306)(type=master) : Connection refused (Connection refused)

and the following in /var/vcap/monit/monit.log

Resolution

This issue is caused because healthwatch_forwarder job was faster than the MySQL and there for had to wait for the MySQL to finish

This issue is solved by waiting for the forwarder to get to a ‘running’ state and then re-running Apply Changes.
