Issue/Introduction

When trying to create a RabbitMQ on-demand service, it fails with the following error:
Service broker error: global instance limit exceeded for service ID: 4B1402E1-0781-4959-99D0-A9E4995BF0F7. Total instances: xx 

When checking the tile in Ops Manager, the quota for the plans may be higher or lower than total specified in the error. When you try to raise the plan instance quota, it fails with the same error.

Resolution

From the operator perspective, there is a "plan" instance quota and there is a "global on-demand" quota for the RabbitMQ tile. You can find the global instance quota under "Opsman -> RMQ tile -> Global settings for on-demand plans". It is the first field on the page. The service ID is referring to the p.rabbitmq service so you have to increase this parameter to allow more instances in any plan.
