RMQ Smoketest errand failed with plan error

Issue/Introduction

During the stemcell upgrade, the RMQ smoke test errands are failing.

Resolution

RabbitMQ smoke test was failing during apply changes for stemcell upgrade. A specific RMQ plan that is needed for the smoke tests (3-node-cluster-medium plan) was not enabled for the system org. The smoke test operation (creating a service with that plan) failed because the required plan was unavailable. We enabled the 3-node-cluster-medium plan for the p.rabbitmq service in the system org. After this change, smoke tests succeeded.
