Carbon Black Cloud: Unable to open Spreadsheets when 3.6.0.1791-3.6.1979 sensors installed

Issue/Introduction

• Excel files are failing to open and are blocked in protected view
• A console alert will show that an Office spreadsheet (e.g. foo.xlsx) was denied opening another spreadsheet. The name of the second spreadsheet will contain 8 characters that are hexadecimal digits.
