CB Response: Services Don't All Start After Adding Alliance Proxy Configuration

Issue/Introduction

After adding a proxy configuration to the /etc/cb/cb.conf not all the services start

Environment

• CB Response: 6.x and Higher

Cause

This can happen if the proxy configuration isn't setup correctly and is failing to authenticate 

Resolution

• Setup the proxy configuration so it's connecting properly
