Can't re-receive PTF's that have been accepted in a CSI that has multiple target/distribution zones. The actions button is greyed out with 'no action'.

Issue/Introduction
On the Maintenance tab in section Maintenance View Criteria it shows the select target, distribution zone pairs
that are selected to be viewed along with the FMID's.
If only the zone pair(s) that have the PTF accepted are selected to be viewed then the actions button will be
greyed out with 'no action' with status accepted.
If another zone pair that does not have the PTF accepted is included in the view criteria the actions button will
be enabled to allow a receive to be done.
If the zone pair(s) that have the PTF accepted is removed from the view criteria leaving only zone pairs that do
not have the PTF's accepted then the status will change from accepted to 'not received'. The actions button will
also be enabled in this cause to allow it to be received again.
