RMOSTC Task Fails with S052 Abend

Issue/Introduction

Solution:

• Issue "/S rmostc,PARM=OFF"
     The RMOSTC task will come up, then go down, properly removing the "hooks".
• Change the RMOPARM SYSID, to another and unique value.
• Issue "/S rmostc" 
     The RMOSTC task will start.

Changing the RMOPARM SYSID, to another value, will cause a new program call to be assigned, which will prevent the abend.
