When testing my fallback job after an upgrade, why do I receive a RC 56(001)?

Issue/Introduction

One of the more common causes of the RC 56(001) error is using the wrong loadlibs or the wrong CXX in the fallback job. Since this job is trying to restore the "old" MUF environment, it should use the "old" or previous version loadlibs, and the "old" CXX filename in the fallback job.
 
For example, in an upgrade of CA Datacom/AD from version 12.0 to 14.0, the fallback job should have a STEPLIB that includes the version 12.0 CUSLIB and CAAXLOAD and the version 12.0 CXX.
