What is the difference between" New File on Network" and "New Unapproved File on Computer"

Resolution

"New File on network" (Server discovered new file), indicates it's the first time the database has seen the hash (no agent has seen it before).
"New unapproved file to computer" (Computer discovered new file), indicates it's the first time that specific agent discovered the hash.
