Endevor Web Service fails to start with rc=12 and EWS0422E with SRC="23"

Issue/Introduction

There can be a problem starting Endevor web services. The Tomcat (WSTOMSTC) started task can show the error 'SPAWN SERVICE UNAVAILABLE' and Eclipse plug-in will issue rc=12.

The following errors will be in the Tomcat output:

EWS0101I  BEGINNING OF WS ERROR REPORTING EWS0101I  Severe error occurred during STC Spawn processing

EWS0101I    Please examine the causes of this failure and repair                                                        
EWS0422E  Communication Error, CciWebsapi internal code : "-2000" "getConnection

Resolution

The SRC="23" indicates that the JobName parm in the ENDEVOR.cfg does not match the SPNPARMS definition in ENF for the CAICCI spawn parameter file. The label for the SERVICE statement in the spawn parameter file needs to match the JobName parm in the ENDEVOR.cfg configuration file. For more information see Define the Started Task for Web Services
