Why are my linked accounts not being displayed in the platform?

Issue/Introduction

Linked accounts must have cost in them to be seen in the platform.

This is because we derive the project from the consolidated billing file.  Without any spend, we do not have any line items referencing the account and are therefore not aware of its existence.
