Why are there two expiring reservation options for EC2 reservation policies?

Issue/Introduction
When building a policy for EC2 reservations, there is an option for "Expiring Reservation Purchases" and "Expiring Reservation."
The "Expiring Reservation Purchases" represent contracts, possibly many reservations in the one purchase.
The "Expiring Reservation" represents coverage of EC2, allowing you to select a number of expiring instances.
