Billing rule credits are applied to multiple months

Issue/Introduction

This phenomenon will occur when total spend is below the credit attempting to be applied within a billing family.

Resolution

Instead of the bill going below 0, Partner Generated Billing will try to rollover credits to the next month with the remaining credits.  Once the remaining amount is 0, no additional credits will be applied.
