Does the CloudHealth configuration StackSet or CloudFormation Stack have to be created in the root account on the AWS console or can it be created in any account?

Issue/Introduction

The account you use to deploy the AWS StackSet needs to have permissions to deploy resources in other accounts. (i.e. a management account)
