When will I receive a policy alert on budget overspend?

Issue/Introduction

If there is over spend and a policy has an action to email when this occurs,  an email will be sent within 24 hours of the overspend.  This is barring any delay in billing processing.  The default policy trigger is 6:00 AM EST.
