This is not actually an upfront fee like a prepay, but rather the commit cost for the month for reserved nodes.
CloudHealth adds this cost to reporting to represent how much Reserved Nodes you purchased with your prepay for that month, similar to All Upfront fees for EC2. The platform will simulate how these charges burns down over the course of the month as you use the hours apportioned for the month. Anything left over at the end of the month represents wasted hours and thus "cost". In other words, this is cost paid but not applied to savings so it is represented this way since it did not burn down.
These charges will not actually appear on customer's monthly invoice are are solely designed to provide visibility into how your RIs are performing.
