Can users be part of multiple Organizations?

Issue/Introduction

For Classic Organizations it is not possible be assigned to multiple.  However, FlexOrgs functionality does give additional flexibility.

Users that are not using FlexOrgs are tied to a single Organization and cannot have visibility into additional Organizations.  Only Administrators have the ability to see all Organizations in this situation.

FlexOrgs customers can assign users to multiple user groups.
