Why in cost reporting does it sometimes show $0.00 and other times show a blank field?

Issue/Introduction

The values in cost reports will be blank if there are no line items in the CUR file for that service.

If the field shows a $0.00 cost, that means there are line items pertaining to that service in the CUR file, but there is no cost associated to them.
