Unused RI cost is not matching in root and sub-org levels

Issue/Introduction

The reason is that CloudHealth represents the RI usage based on the Cost and Usage Report (CUR).

Resolution

The result is that no matter where the RI was purchased, an RI is applied to the account it was utilized even if it's outside of the organization.  The savings will be applied outside of the organization as well.  This results in the used portion of the RI potentially not being reported in the organization that is currently being viewed.
